6.3.C. - Page 6 <br />Exhibit A <br />COOPERATIVE AGREEMENT <br />State Independent Quality Assurance <br />This AGREEMENT, effective on <br />AGREEMENT 04-2614 <br />Project No. 0414000032 <br />EA 23536 <br />04 -SM -101-5.1/6.0 <br />, is between the <br />State of California, acting through its Department of Transportation, referred to as CALTRANS, <br />and: <br />City of Redwood City, a Charter City and a municipal corporation of the State of California, <br />referred to hereinafter as CITY. <br />RECITALS <br />PARTNERS are authorized to enter into a cooperative agreement for improvements <br />to the state highway system (SHS) per the California Streets and Highways Code sections 114 and <br />130. <br />2. For the purpose of this AGREEMENT, reconstructing the existing US 101 - <br />Woodside Road (State Route 84) interchange to alleviate recurring congestion and to increase <br />safety by improving highway and local intersection operations and by increasing the <br />accommodation of people walking and bicycling through this interchange, will be referred to <br />hereinafter as PROJECT. The PROJECT scope of work is defined in the approved Project Report <br />dated December 19, 2016 for the PROJECT. <br />3. All responsibilities assigned in this AGREEMENT to complete the following <br />PROJECT COMPONENTS will be referred to hereinafter as OBLIGATIONS: <br />• Plans, Specifications, and Estimate (PS&E) <br />• Right of Way Support (R/W SUPPORT) <br />• Right of Way Capital (R/W CAPITAL) <br />4.
