6.1.E. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />July 24, 2017 <br />SUBJECT <br />Recycled Water Tank Mixers and Monitoring Systems <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute a Purchase Agreement <br />with PAX Water Technologies, Inc., a UGSI Solutions Company, in an amount not to <br />exceed $208,588 for two tank mixers and two water quality monitoring systems <br />BACKGROUND <br />In November 2016 the Public Works Services Department (PWS) commissioned a <br />water quality study of the City's recycled water distribution system. Kennedy/Jenks <br />Consultants performed the study, which focused on the City's recycled water <br />composition, distribution system capacity, customer demand level, and operations and <br />maintenance procedures. <br />PWS concluded that although the City's recycled water meets all regulatory guidelines <br />and has a similar composition to recycled water produced by other San Francisco Bay <br />Area agencies, adjustments to operations could improve water quality for end users. <br />One challenge identified in the study is the age of water received by customers. <br />Because the recycled water distribution system was built to accommodate future <br />customers, current demands for recycled water do not facilitate enough turnover within <br />the system. As the water ages, the water quality declines. <br />One immediate operational change PWS implemented was adjusting recycled water <br />storage levels to align with seasonal demand patterns. This requires increased staff <br />coordination with Silicon Valley Clean Water, the City's recycled water producer, and <br />system monitoring, but improves recycled water quality. A second recommendation <br />PWS plans to implement is storage tank mixing and residual chlorine control. <br />Tank mixing decreases water age by combating thermal stratification and a re - <br />chlorination system allows PWS to boost and maintain chlorine residual in the water. <br />Staff released a notice inviting bids (NIB) for a recycled water tank water quality control <br />system on February 24, 2017. Staff publicized the NIB on the City's website, public <br />notices portal, and local newspaper. Staff received one complete bid by the March 15, <br />2017 bid deadline. <br />
