the 3 items of legislation are the most important to Redwood City and the following <br /> recommendations are consistent with the recommendations from the League of California <br /> Cities: <br /> <br /> 1) AB 997 (Campbell) - Community Care Facilities Act Amendments - The bill in its <br /> present form does not go far enough to address the needs present in Redwood City. The <br /> amendment would require the State Director of Social Services, in the granting of licenses, <br /> to take into consideration the well-being of persons placed in the community care <br /> facilities, as is currently the case. Additionally, the amendment would allow consideration <br /> of the health, safety, security and quality of life of the neighborhood and community in <br /> which the facility is to be located. The bill does not, however, address all the needs in <br /> Redwood City because the bill itself only deals with facilities with 6 or more residents. <br /> The committee is recommending support of this legislation but also recommending that <br /> the Council send to the author and legislators in Sacramento suggestions for further <br /> amendments. The amendments to be included are the following: <br /> <br /> a. The allowance of local business licensing of all facilities irrespective of the number of <br /> clients assigned to the facility. <br /> b. Allow local land use regulation of all facilities irrespective of the number of clients <br /> assigned to the facility. This might allow some control over placement and possibly <br /> limit the number throughout the entire city. <br /> c. Require that notice be given by the State of all existing facilities and when any facility <br /> is proposed to be operated in the City that notice be given to the City and to the <br /> residents of the neighborhood affected. <br /> <br /> 2) SB 402 (Burton) - Mandatory Police/Fire Interest Arbitration; <br /> <br /> The recommendation would be to oppose SB 402 because binding arbitration can be very <br /> costly and goes against the grain of local government and officials in deciding what is best <br /> for the community. <br /> <br /> 3) AB 83 (Cardenas) - Home Businesses, Business License Tax Exemption; <br /> <br /> The bill deals with our community's ability to tax and regulate home businesses. The bill <br /> would exempt certain businesses from this current law. If the City has no control over <br /> business licenses, we have no control over what people do in residential areas. <br /> Recommendation would be to oppose.
