<br /> Page 17 <br />11. ALTERATIONS AND ADDITIONS. City agrees that it will not make any substantial changes or <br />alterations or additions to County's HSA/Library building or grounds without first consulting County <br />and obtaining County's written consent to such proposed changes, alterations or additions. The City <br />shall submit reasonably detailed plans and specifications and contract documents to the County for <br />approval at least ninety (90) days before the date it intends to commence the work. The work shall <br />be performed in a manner that will not interfere with the quiet enjoyment of the County's use of the <br />HSA Office, common areas and parking areas and grounds. Any additions, extensions, or <br />improvements made shall remain and become part of the Building and the City shall have no <br />obligation to remove them. <br />12. RECORDATION. Neither County nor City shall record this Agreement, except that if either party <br />requests the other party to do so, the parties shall execute a short form memorandum hereof in <br />recordable form. <br />13. SURRENDER OF PREMISES. At the expiration or termination of this Agreement, City shall <br />surrender to County possession of the Premises. City shall leave the surrendered Premises in good <br />condition, except as may be specifically provided to the contrary in other provisions of this <br />Agreement. All property that City is required to surrender shall become County's property at the <br />expiration or termination of this Agreement. All property that City is not required to surrender (City's <br />personal property as described in Part II, Section 3) but that City abandons shall, at County's <br />election, become County's property at the expiration or termination of this Agreement. The parties <br />herein agree that all tenant improvements as described in Part III, Section 5, Subsection (ii), shall be <br />surrendered with the building along with any improvements constructed during the term of this <br />Agreement as provided for in Part IV, Section 11. <br />14. ENTRY BY COUNTY. County reserves and shall at any and all reasonable times, with the <br />accompaniment by authorized City personnel, have the right to enter the Library, upon reasonable <br />notice to City, inspect the same, supply any services to be provided by County to City hereunder, <br />to show the Library to prospective purchasers or tenants, to post notices of non-responsibility, and <br />to alter, improve, repair or restore the Library as County may deem necessary or desirable. For <br />each of the aforesaid purposes, County shall at all times have and retain a key with which to unlock <br /> Rwe HSA/Library Agreement - Part IV <br /> '_M.~. <br />
