7. COUNCIL ANNOUNCEMENTS/REPORTS - None <br /> <br />8. STAFF REPORTS <br /> <br /> A. Rolison Road Community Advisory Committee recommendations r6garding <br /> replacement housing for City owned and Agency owned land on Rolison Road. <br /> <br />Community Development Director Nelson explained the composition of the advisory committee. <br />She described the process of meetings and input that led to the recommendations. The broadest <br />acceptance for a recommendation includes 36 ownership units that they hope to have Habitat for <br />Humanity build. The second recommendation is 12 units of Habitat for Humanity and 24 units of <br />senior housing. The third recommendation is 12 units of ownership by Habitat for Humanity, 12 <br />units of rental housing for families and 12 units of rental housing for seniors. Community <br />Development Director Nelson explained the financial implications. <br /> <br />Bonnie Miller explained the task of the committee and the difficulty involved. <br /> <br />Derek Capito, business owner in the neighborhood, indicated the themes that arose in the area were <br />the lack of community and pride, and that Habitat for Humanity would provide the catalyst toward <br />pride and community. <br /> <br />Manuel Santa Maria indicated the task was arduous, the possibility now occurs to discuss housing <br />and relations in order to create a more cohesive community within the Friendly Acres area. He <br />urged Council continue to explore options to provide quality affordable housing for all its residents. <br /> <br />Tom Jones, H.U.D., showed slides illustrating various housing projects and discussed funding <br />mechanisms. Expressed that density is seen in a positive way and H.U.D. will assist the mandate <br />that good architecture, management and development be brought to the table. <br /> <br />Carol Lamont, H.U.D., attended a HHCC Subcommittee meeting and discussed some of the <br />demographics noted in analyzing the 1990 census data to give some background to decisions made <br />in the land banking program in order to understand the fair housing implications of affordable <br />housing policies. <br /> <br />8:15 p. m. - Council Member Hartnett present at dais <br /> <br />Hilary Paulson expressing her personal opinion felt concern about the 36 units proposed for Habitat <br />for Humanity. She felt it is an inadequate use of the property and an apartment complex is the <br />proper use. She felt better ground rules should be set for the citizens advisory committee. <br /> <br />Ed Bailey, Friendly Acres, asked to be a part of the process. He expressed many do not want high <br />density or 3-story housing.
