Discussion ensued regarding source and distribution of tax increments, <br />redevelopment law as it applies to subject proposals, definition of blight and <br />justification for its eradication, impact of governmental entities whithin <br />Redevelopment areas, re -entry and participation preferences, and eminent <br />domain. <br />CONSENSUS: Chairman Greenalch determined it to be the consensus of the Agency <br />to direct staff to examine the issue of eminent domain and its application in <br />the subject Second Amendment proposal, and bring back for consideration <br />several alternative suggestions that would protect the individual homeowners <br />in the area but maintain the Agency's perogative to exercise the right of <br />eminent domain if necessary. <br />MEMO 8/30/89 <br />----------------------------------------------------------------------------- - - - - -- <br />2. City Manager Smith described physical and financial impacts of Council <br />decisions concerning a city hall and other city buildings, police headquarters <br />and parking facilities. <br />Community Development Director Pawloski described current options concerning a <br />new city hall or refurbished city property to be used as a city hall, new <br />police headquarters, parking facilities, and use of surplus buildings. <br />CONSENSUS: Chairman Greenalch determined it to be the consensus of the Agency <br />to direct staff to prepare additional information regarding these issues and <br />schedule them for a regular Council meeting before any money is spent <br />developing options. <br />MEMO 8/30/89 <br />---------------------------------------------------------------------------- - - - - -- <br />EXECUTIVE SESSION <br />M /S: Buchan /Bury to adjourn to executive session for discussion of potential <br />litigation, G.
