PARTICIPATION IN THE PERS MEDICAL AND HOSPITAL CARE ACT - continued from <br />meeting of September 18, 1989 <br />Acting City Manager Jean summarized issues carried over from last night's <br />meeting, advised that three of the four bargaining units, RCMEA, SEIU and POA, <br />had submitted signed letters to the memoranda of understanding accepting the <br />seven conditions, and advised Council to add the following items to any motions <br />of approval: <br />1) City participation in PERS would be effective October 1, 1989; and <br />2) If City hires more than the currently designated 496 active employees, an <br />additional $280 /month will be provided for each additional employee. <br />Human Services Director Irizarry reported to Council that the president of IAFF <br />advised they will not sign the side letter to the agreement. Director Irizarry <br />reminded him that Council requested the representative of each bargaining unit <br />attend today's Council meeting. Director Irizarry described advantages of <br />administering one health plan for all employees and the disadvantages of <br />administering several health plans for different bargaining units. <br />Acting City Manager Jean described the following three procedural options: <br />1. Take unilateral action and require all units to participate in PERS Medical <br />and Health Care, which action may or may not be acceptable under the Redwood <br />City Charter and the Myers, Milias, Brown Act. <br />2. Hold to Condition No. 1 which requires total participation or no <br />participation, and acquire an indemnity plan.
