Council Members comments included whether Pacific Shores <br /> development is included in the property taxes increases and <br /> questions around the sales tax potential loss from Internet sales. <br /> Questioned whether staff is tracking growth, following the software <br /> companies and changes in tax law. Asked about a bonus system <br /> for employees, Council having more involvement in the budget <br /> process and enhancement of the presentation. Desire to see <br /> success stories and both sides of ledger. Need to write to the Board <br /> of Equalization regarding the issue of tangible vs. intangible sales. <br /> <br /> C. PERS <br /> <br /> Finance Director explained the one time PERS savings. <br /> <br /> Council Member comments included possible uses for savings, need to <br /> use for Capital Improvements and not General Fund. Subcommittee to <br /> return to Council on utility user's tax. <br /> <br /> Peter Hughes spoke about a tax decrease. <br /> I1. Review Proposed Programmatic Changes to 1999100 Operating Budget <br /> <br /> Staff presentation was made by Finance Director Ponty on various <br /> revisions. <br /> <br /> II1. Capital Improvements Projects <br /> Deborah Nelson explained the 10-year Capital Improvement Plan. <br /> <br /> City Manager Everett explained that long-term projects would be brought <br /> back for discussion in August or September. <br /> <br /> Council comments asked for cost of pedestrian and traffic signals <br /> schedule for painting crosswalks. Consensus by Council to fund entire El <br /> Camino project. <br /> <br /> iV. Redevelopment Agency - Mike Church <br /> Community Development Services Manager Church made the budget <br /> presentation, <br /> <br /> IV. Adjournment - 9:35 p.m. <br /> M/S Ruskin/Leipzig to adjourn the study session.
