Les Malloy, 285 Atherton Avenue, Atherton, (property located at 342, 880, <br />1200, 1201, 1326, 1328, 1402, 2560, 2727 E1 Camino Real, 117 Madison <br />Avenue, 763 Marsh Road, 3 Woodhill Drive) <br />The following people addressed the Council: <br />Fernando Vega, owner of 321 Spring Street and 118 Winslow, Redwood City, <br />(residential properties which are not subject to eminent domain), asked for <br />code enforcement in the area and expressed concerns about the relocation <br />plans. <br />Al H. Davies, 848 Arlington Road, owner of property at 1101 El Camino Real, <br />Redwood City expressed concern regarding Council /Agency control over major <br />part of Redwood City and powers of eminent domain. <br />Fritz Gelb, 1748 Broadway, Redwood City, advised Council this Second Amendment <br />would force more retail stores out of the area leaving Kaiser and law offices <br />as tenants and power of eminent domain will decrease value of property. <br />Councilmembers /Directors assured Mr. Gelb that the goals of the Second <br />Amendment included improving the downtown area to attract retail ventures, and <br />redevelopment had nothing to do with any store leaving the area. <br />Peter S. Presta, 851 E1 Camino Real, objected to the area being designated as <br />blighted. <br />Executive Director Church and Councilmembers /Directors explained the word <br />blight is used to meet the requirements of state law, and that the term is <br />applied to an area in general not to single properties. <br />Ed Hansen, 765 Stanford Avenue, Menlo Park, property located at 1219 and 1227 <br />Arguello and built in 1890, expressed concern that a historical building would <br />be destroyed for redevelopment purposes. <br />Councilmembers /Directors advised that the Historic Resources Advisory Board <br />and the Councilmembers /Directors cherish these historical buildings and would <br />act to preserve them. <br />George Bruso, 535 Whipple Avenue, Redwood City, expressed concerns about what <br />the City /Agency would require of those owners asked to rehabilitate their <br />properties, and what would happen if they refused. <br />Executive Director Church advised of low cost loans available and other <br />assistance, and advised that all codes would be enforced. <br />---------------------------------------------------------------------------------- <br />Meeting recessed from 10:09 to 10:16 p.m. <br />---------------------------------------------------------------------------- - - - - -- <br />Executive Director Church, Agency Counsel Hildebrand and Mayor /Chairman <br />Greenalch explained that ALL properties zoned residential (R -H, R -1 through <br />R -5) and in residential use at the effective date of the Second Amendment are <br />NOT subject to eminent domain for the first 12 years.
