EXHIBIT "A" <br />SCOPE OF SERVICES <br />• Consultant will perform all of the following Services: Review of relevant plans, <br />studies and data, including the 2011 Downtown Precise Plan as well as <br />information that the City can provide on available retail spaces category -level <br />sales figures, etc. <br />• Client —led guided tour of Downtown, followed by a debriefing during which the <br />client shares relevant context, details on current projects and initiatives, etc. <br />• Self -guided tour of nearby competition that is districts and centers that view with <br />Downtown Redwood City for both consumers and prospective tenants, including <br />ones that could materialize in the future. <br />• Interpretation of basic demographic, psychographic and sales leakage data, <br />drawing on conventional sources as well as MJB's proprietary methodologies. <br />• Equipped with a deeper and more nuanced understanding of the opportunities <br />and challenges facing Downtown Redwood City, Consultant will prepare and <br />deliver a presentation to the City Council that is one part education and one part <br />"reality check". It will consist of the following components: <br />o "Downtown Retail 101", providing insight into how retailers think, how they <br />approach site selection, what they look for and worry about, how <br />downtown retail typically evolves, how unintended consequences might be <br />avoided, how much consumer demand is generated by new residential <br />and office projects, etc. <br />o Discussion of retail trends, both in the Bay Area and more broadly, <br />including our unique take on the current state of the industry and the true <br />impact of e-commerce. <br />o Assessment of Downtown Redwood City, starting with answers to why the <br />development caps for retail and hotel have not been reached and why <br />coveted tenancies have not materialized, then pinpointing Downtown's <br />current stage in the evolutionary process and offering general strategies <br />for reaching that next level. <br />• Presentation to City Council to take place at the August 28, 2017 meeting. <br />Cost of work: $12,500.00 <br />ATTY/AGR/2017.154/MJB CONSULTING <br />REV: 07-12-17 VR Page 9 of 10 <br />
