<br />18. Amendments. This Joint Powers Agreement may be amended at any time <br />with the agreement of the majority of the members representing a majority of the population of <br />the County, except as provided in 3(d). <br />19. Adiustment of Population Fi2ures. The Board of Directors shall establish <br />by resolution the population figures to be utilized in determining the population of local <br />governments under this agreement based on the results of the decennial federal census or <br />population figures provided by the State Department of Finance, and may revise the population <br />figures at any time by resolution. <br />20. Clean Air Vehicle Re~istration Fee Pro2ram. C/CAG shall serve as the <br />overall program manager for the San Mateo County under Health and Safety Code Section 44241 <br />for funds made available by the increase in motor vehicle registration fees that the Bay Area Air <br />Quality Management District is authorized to levy under A.B. 434, (1991 Statutes, Chapter 807.) <br />21. Stonn \Vater Dischar2e Plan and Pennit. The City/County Association <br />of Governments shall assume responsibility for the following activities under the National <br />Pollutant Discharge Elimination System (NPDES) Program (40 CFR 122): <br />(a) Ratify submission of a county-wide storm water discharge permit application <br /> and accept permit on behalf of the County and Cities in the County, as co- <br /> permittees. <br />(b) Prepare preliminary draft and final draft storm water management plan <br /> describing existing activities the County and Cities are conducting to help <br />C/CAG JOINT POWERS AGREEMENT (JPA) 11 REVISED: MARCH, 1995 <br /> ............ <br />
