EXHIBIT A Page A-I PROGRAM SERVICES REDWOOD CITY RESTAURANT PROJECT CONTRACT OBJECfIVES FISCAL YEAR 1995/961996/97 Youth and Family Assistance, in collaboration with OICW, a successful job training agency, will provide quality training and work experience for low income adults and at-risk youth. The Redwood City Restaurant Project will provide lectures, demonstrations and hands-on training in the areas of cooking, restaurant management, waiting tables, cashiering and customer service. With the funds provided under this Agreement Contractor will accomplish the renovation and rehabilitation of the building at 2050 Broadway, Redwood City, in accordance with plans and specifications approved by the City, which is taking the lead role in regards to the actual construction improvements. City shall assume responsibility for ensuring compliance with Davis- Bacon prevailing wage requirements. Time is of the essence. Contractor acknowledges that the funds provided by both the County and the City are provided by the federal government CDBG Program and may only be spent for certain eligible activities. Therefore these funds are being provided as a loan with the following payback provision: So long as the property is being used for an eligible CDBG activity, 10 percent of the loan amount shall be forgiven annually; Contractor agrees to repay to County and City any unforgiven portion of the funds if the Contractor discontinues use of the premises for an eligible purpose.
