<br />EXHIBIT A Page A-I <br /> PROGRAM SERVICES <br />REDWOOD CITY RESTAURANT PROJECT <br /> CONTRACT OBJECfIVES <br />FISCAL YEAR 1995/961996/97 <br />Youth and Family Assistance, in collaboration with OICW, a successful job training agency, will <br />provide quality training and work experience for low income adults and at-risk youth. The Redwood <br />City Restaurant Project will provide lectures, demonstrations and hands-on training in the areas of <br />cooking, restaurant management, waiting tables, cashiering and customer service. A job placement <br />and counseling component will support trainees effort to enter the work force following their <br />completion of the program. <br /> # ofPersonsl <br />~ Households CompletionDate <br />Begin renovation and rehabilitation of 2050 Broadway 9/30/95 <br />to convert retail space for restaurant use <br />Complete construction 1/15/96 <br />Job training and placement opens 2/15/96 <br />Provide viable job skills in restaurant management, 90 6/30/97 <br />cooking, and service positions to low income <br />adults and at risk youth trainees. <br />With the funds provided under this Agreement Contractor will accomplish the renovation and <br />rehabilitation of the building at 2050 Broadway, Redwood City, in accordance with plans and <br />specifications approved by the City, which is taking the lead role in regards to the actual <br />construction improvements. City shall assume responsibility for ensuring compliance with Davis- <br />Bacon prevailing wage requirements. <br />Time is of the essence. <br />Contractor acknowledges that the funds provided by both the County and the City are provided by <br />the federal government CDBG Program and may only be spent for certain eligible activities. <br />Therefore these funds are being provided as a loan with the following payback provision: So long <br />as the property is being used for an eligible CDBG activity, 10 percent of the loan amount shall be <br />forgiven annually; Contractor agrees to repay to County and City any unforgiven portion of the <br />funds if the Contractor discontinues use of the premises for an eligible purpose. <br />Redevelopment Agency funds are provided as a grant with no payback requirement. <br />C:\JDM\YFA-OICW.AGT .
