REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />August 28, 2017 <br /> <br />SUBJECT <br />General Services Agreement for Trucking and Hauling Services <br /> <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute a one-year General <br />Services Agreement with Greg’s Trucking Service, Inc. in an amount not to exceed <br />$100,000, including City Manager authority to extend the agreement for three additional <br />one-year terms, for a total not to exceed contract price of $400,000 <br /> <br />BACKGROUND <br />The Public Works Services Department (PWS) operates and maintains the City’s <br />various utility systems such as the drinking and recycled water distribution systems, <br />sanitary sewer collection system, and storm water collection system. During the course <br />of regular work, PWS generates construction spoils from accessing underground <br />utilities, clearing sediment from storm channels, and related tasks. <br />Construction spoils such as those listed above are hauled to Ox Mountain Sanitary <br />Landfill in Half Moon Bay for proper disposal. PWS typically contracts the hauling of <br />spoils in order to minimize the number of trips and maximize the amount of debris <br />disposed on each trip. <br />In addition to waste removal, PWS requires delivery of new construction material to <br />return job sites to standard conditions. This necessitates regular, large deliveries of <br />material by a trucking company to the PWS corporation yard. <br />On April 7, 2017, PWS issued a notice inviting bids (NIB) for trucking and hauling <br />services. The NIB was advertised in the local newspaper and on the City’s website. <br />Despite publicly posting the information, PWS received only one proposal by the bid <br />deadline from Greg’s Trucking Service, Inc. (Greg’s Trucking). <br />ANALYSIS <br />Staff reviewed the single bid from Greg’s Trucking and found the bid to be lowest, <br />responsive and responsible bid. Staff verified that the bid amount is competitive by <br />contacting other trucking and hauling providers to verbally inquire after their on-call <br />pricing. These vendors were willing to share their pricing informally but did not bid on <br />6.1.A. - Page 1
