REPORT To the Honorable Mayor and City Council From the City Manager August 28, 2017 SUBJECT Memorandum of Understanding for FY 2017-18 between the Sequoia Healthcare District and the City of Redwood City for the PE Plus Program RECOMMENDATION By motion, approve and authorize City Manager to execute the FY 2017-18 Memorandum of Understanding (MOU) between Sequoia Healthcare District (SHCD) and City of Redwood City to provide comprehensive physical education curriculum for children in kindergarten through 5th grade at four Redwood City School District schools BACKGROUND The Sequoia Healthcare District (SHCD) and Redwood City Parks, Recreation, and Community Services (PRCS) both recognize the critical need that exists for consistent physical education and physical activity opportunities for students during the school day. Both parties have a common objective to assure that children in the Redwood City School District (RCSD) have access to such opportunities. With grant funds provided by SHCD, both PRCS and the Peninsula Community Center (PCC) have agreed to provide a comprehensive, sequential K-5 PE curriculum called “PE Plus” that serves nearly 5,000 children in kindergarten through 5th grade in the Redwood City School District. The FY 2017-18 MOU between SHCD and the City of Redwood City constitutes the sixth year that the Sequoia Healthcare District Board approved funding for the PE Plus Program. The MOU memorializes each entity’s willingness to dedicate professional staff to this effort. The MOU describes the City’s obligations to SHCD in connection with City’s receipt of $351,196 in grant funding for the implementation of the following goals and objectives: Goal I: To establish active, healthy lifestyles, and contribute to the social-emotional development of youth in the Redwood City School District. Objective I – Program Delivery: City will conduct programming at the five schools listed below during the 2017-18 academic year. If opportunity presents itself to expand to other schools during this grants cycle, an amendment to this agreement will be made. The Program is based on the following parameters: · 150 days of PE Plus “full program” implementation that includes PE curriculum instruction two days per week for each class grades K-5 by up to four total coaches per school (two coaches per class) and recess/lunch support five days per week with a minimum of two coaches. 6.1.E. - Page 1
