REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />August 28, 2017 <br /> <br />SUBJECT <br />General Services Agreement for Closed-Circuit Television (CCTV) Inspection of <br />selected sanitary sewer mains <br /> <br />RECOMMENDATION <br />By motion, approve, and authorize City Manager to execute, an Agreement with <br />National Plant Services, Inc. of Long Beach, CA to provide closed circuit television <br />inspection services in Redwood Shores’ Sanitary Sewer Basins for an amount not to <br />exceed $344,355.90 and authorize the City Manager to increase the contract amount up <br />to 10% if necessary not to exceed $378,791.49 <br /> <br />BACKGROUND <br />The closed-circuit television (CCTV) inspection service provides recorded visual data <br />to assess the condition of the City’s existing sanitary sewer main lines. The data is <br />needed to determine the repair and replacement of sewer pipelines for the annual <br />sanitary sewer capital improvement project. In the previous nine years, the City <br />completed CCTV inspection of the nineteen sanitary sewer basins covering the <br />portion of the City west of US highway 101. CCTV inspection involves the use of <br />remotely operated cameras sent into the sewer pipelines to physically inspect and <br />document the condition of the existing sewer pipes. Data provided by the CCTV <br />inspection service includes inspection logs, full streaming videos and observation <br />codes which classify the condition of the existing sanitary sewer pipe segments. <br /> <br />ANALYSIS <br />Five companies, National Plant Services, Inc., Professional Pipe Services, Champion <br />Cleaning Specialist, Inc., Innerline Engineering, and American Industrial & Municipal <br />Services responded to City’s request for proposal. All proposals were received on <br />June 16, 2017 for review by City staff. After evalu ating all proposals, City staff <br />recommends National Plant Services, Inc. based on the firm’s qualifications, <br />responsiveness and experience. Final costs and scope of work were negotiated with <br />National Plant Services, Inc. and are comparable to costs in prior years. <br /> <br />If approved by the City Council, National Plant Services, Inc. will conduct cleaning, <br />flushing and a closed-circuit television (CCTV) inspection of the entire Redwood <br />Shores’ sanitary sewer gravity mains as identified in the site map. <br /> <br />6.1.H. - Page 1
