REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />August 28, 2017 <br /> <br />SUBJECT <br />Amendment No. 2 to Amended and Restated Agreement for Professional Services with <br />West Coast Code Consultants, Inc. <br /> <br />RECOMMENDATION <br />By motion, approve, and authorize City Manager to execute Amendment No. 2 to <br />Amended and Restated Agreement for Professional Services with West Coast Code <br />Consultants, Inc. in the amount of $500,000 (for a total of $1,751,000) for building <br />inspection and plan review services <br /> <br /> <br />BACKGROUND <br />In November 2014, the City issued a request for proposals (RFP) for building <br />inspection and plan review services. At the July 27, 2015 meeting, the City <br />Council approved the execution of professional service agreements with West Coast <br />Code Consultants (WC3) and several other consultant firms to perform plan <br />check review and building inspection services for the Building Division and Fire <br />Department to augment the capacity of City staff. T he original contract <br />amount with WC3 was for $81,000. <br /> <br />On May 9, 2016, the City Council approved the execution of an Amended and <br />Restated Professional Services Agreement with WC3. The amended and restated <br />agreement extended the term and increased the agreement amount by $670,000 for <br />a total of $751,000 in anticipation of the need for continued services. The amended <br />and restated agreements also amended the scope of the agreement to specifically <br />restate its terms and replace the Building Division’s competitive bidding process for <br />the plan review of large individual development projects with a proposal and task <br />order process. On May 22, 2017, the City Council approved the execution of <br />Amendment No. 1 to the Amended and Restated Professional Services <br />Agreement, extending the term of the agreement by one year to June 30, 2018 and <br />increasing the contract amount by $500,000 for a total contract amount of <br />$1,251,000. This current request is for a proposed Amendment No. 2 to increase the <br />contract amount by another $500,000 for an aggregate amount of $1,751,000. <br /> <br /> <br /> <br />6.1.I. - Page 1
