REPORT
To the Honorable Mayor and City Council
From the City Manager

August 28, 2017

SUBJECT
Final Acceptance – Walnut Street and Maple Street Sewer Interceptor Improvement
Project

RECOMMENDATION
By motion, accept the Walnut Street and Maple Street Sewer Interceptor Improvement
Project, and authorize the release of bonds and the retention of contract payments
according to City procedures

BACKGROUND
On April 25, 2016, the City Council approved the Award of Contract for the Walnut
Street and Maple Street Sewer Interceptor Improvement Project. The project included
the installation of a new 60” sewer main crossing under Highway 101, and two
interceptor structures. These improvements allowed the City to make use of the existing
48” sewer main that is remaining in service while adding a new pipeline to improve the
reliability of the sanitary sewer system. The new improvements also added additional
capacity and flexibility at a critical location where all of the wastewater generated west
of U.S. Highway 101 is conveyed under the highway.

ANALYSIS
The contract was awarded for a base bid of $2,708,000.00. The project was
successfully completed in accordance with the plans and specifications. Change orders
were issued totaling $199,008.15. The final contract amount is $2,907,008.15 which is
7.35% more than the initially awarded contract amount, but still within the contract
amount authorized by the City Council. Change orders were due to unforeseen field
conditions that resulted in additional work requested by the City that was not within the
original scope of work, but was necessary to complete the project.

ALTERNATIVES
Council may choose not to accept the project or not authorize the release of bonds and
retention of contract payments which would be contrary to the terms of the contract and
public contracting code.

FISCAL IMPACT
Funds for this specific project were approved and appropriated in the budget for Fiscal
Year 2015/16 – Sewer Fund Capital Projects, Walnut Street Interceptor Replacement.
6.2.A. - Page 1
