ANALYSIS <br />On November 28, 2016, the City Council awarded the construction contract for the <br />Redwood Shores Potable Water Transmission System Seismic Improvement Project to <br />Con-Quest Contractors, Inc. of San Francisco for the responsive and responsible low <br />bid of $1,073,950.00. Construction began in February 2017 and reached substantial <br />completion in June 2017. In total the project constructed: <br /> <br />1. Two emergency bypass connections on the Topaz Transmission Pipeline; <br />2. Six emergency bypass connections in the local water system in the Redwood <br />Shores area comprising of two fire hydrants and one in-line valve at Twin <br />Dolphins Drive; and two in-line valves and one fire hydrant at Marine Parkway. <br /> <br />In addition, the contractor provided: <br /> <br />1. 1,100 linear feet of 12-inch emergency hose; <br />2. Trailer and deployment reel; and <br />3. Six fire hydrant adaptors. <br /> <br />Three contract change orders were issued for unforeseen field conditions. The change <br />orders resulted in a net cost decrease of $20,699.91 or -1.92% of the contract amount. <br /> <br />Staff recommends project acceptance to meet the CalOES/FEMA grant project close- <br />out deadline of the end of August 2017. Staff will continue to negotiate a potential <br />credit/discount back to the City for the trailer, reel, and hose having been delayed by the <br />manufacturer, prior to releasing retention. <br /> <br />ALTERNATIVES <br />Council may choose not to accept the project or authorize the release of bonds and <br />retention; however, this would be contrary to the terms of the contract, prior Council <br />action, and public contracting code and risk the loss of Cal/OES grant funding for this <br />project. <br /> <br />FISCAL IMPACT <br />Funds for the general work of this project were approved and appropriated in the Fiscal <br />Year 2015/16 budget as Water Fund Capital Projects – Water System Seismic Update. <br />Supplemental funding in the amount of $400,000.00 has been transferred from the <br />Water Fund Capital Projects – Distribution System Replacement Program. Seventy five <br />percent of the project’s construction cost will be reimbursed by FEMA/Cal OES through <br />the FY2012 Pre-Disaster Mitigation Competitive Grant that was accepted by the City <br />Council on September 9, 2013. <br /> <br />ENVIRONMENTAL REVIEW <br />As the lead agency, City of Redwood City has determined that the Redwood Shores <br />Potable Water Transmission System Seismic Improvement Project meets the California <br />6.2.B. - Page 2
