<br />PUBLIC WORKS SERVICES <br />2017 Redwood Shores Lagoon Aquatic Plant <br />Management and Environmental Engineering Services RFP 1 <br />1. Introduction <br />The City of Redwood City is soliciting proposals for professional aquatic plant management <br />and environmental engineering services to maintain the ambient water quality and beneficial uses <br />of the Redwood Shores Lagoon. The qualified firm must be experience d in all aspects of lagoon <br />maintenance, including the control of nuisance aquatic plant growth through chemical application <br />and mechanical harvesting, and understand the importance of maintaining the aesthetic <br />appearance and quality of the lagoon system. The firm must possess and maintain the necessary <br />license(s) from the California Department of Pesticides Regulation required to apply aquatic <br />pesticides. The firm’s approach to maintaining the Redwood Shores Lagoon must be consistent with <br />and adhere to the City’s draft Lagoon Management Plan: Redwood Shores Lagoon, July 2003, and <br />its amendments, where appropriate. This is a Public Works Project. Contractor and all <br />subcontractors shall pay their employees performing labor under this Contract salaries or wages at <br />least equal to the general prevailing wage rates in effect at the time this RFP is issued, as determined <br />by the Director of the Department of Industrial Relations of the State of California, for the particular <br />crafts, classifications or types of workers employed on the project and shall comply with all <br />applicable requirements of California Labor Code §§1720 et seq. <br /> <br />1.1. The Redwood Shores Lagoon <br />The Redwood Shores development is located on the Redwood Peninsula along the west <br />shore of San Francisco Bay in the City of Redwood City, San Mateo County. The peninsula is bounded <br />by Belmont Slough to the north, San Francisco Bay to the east, Steinberger Slough to the south, and <br />the Bayshore Freeway to the west, shown in figure 1. Levees ring the peninsula, since the ground <br />elevations are below that of the higher tides. Within the interior of the Redwood Peninsula lies <br />Redwood Shores Lagoon. The lagoon is a focal point of the development and contributes to the <br />area's visual aesthetics, aquatic habitat, and recreation (boating, swimming, and windsurfing). The <br />lagoon also serves as a stormwater retention pond for the adjacent developed areas and storing <br />surface runoff during periods of high tide in San Francisco Bay. The City’s Public Works Services <br />Department provides overall operation and maintenance of the lagoon, in cooperation with county, <br />state, and federal oversight agencies. <br /> <br />The entire lagoon system covers approximately 150 acres. The main lagoon is approximately <br />9,000 feet long. It is oriented in a northeast to southwest direction between Marine Parkway and <br />Redwood Shores Parkway. At the two ends, the lagoon becomes wider (the southwest end of the <br />lagoon is diamond shaped). At mid-length, the main lagoon connects with two smaller lagoons <br />located on either side of Marlin Drive. A recreational area known as Neptune Beach is part of the <br />small lagoon on the southwest side of Marlin Drive. These two lagoons interconnect under Marlin <br />Drive by small diameter culverts. <br /> <br />The lagoon connects to sloughs leading to San Francisco Bay at six locations: <br /> <br />• Two gravity inlets from Belmont Slough, <br />• One gravity inlet from Bay Slough, located near the northeast end of the lagoon <br />system, <br />• One gravity outlet to Belmont Slough from the diamond-shaped portion of the <br />lagoon, <br />6.1.B. - Page 13
