,
0
WORK PROGRAM
Sedway Kotin MoucWy Group recognizes that a great deal of effort, collaboration, and
consensus building contributed to the formulation of the City and Chamber of
Commerce's scope of services for this assignment, and that the scope and study process
have been designed to maintain this spirit of collaboration and consensus throughout the
research and recommendation phase. Accordingly, SKMG's scope of services follows the
annotated scope outline presented on page 4 of the initial RFP, accompanied where
appropriate by selective examples of previously successful approaches employed by
SKMG for other communities seeking economic development or for private developers
with comparable µtarket research requirements.
The task numbering system presented in SKMG's scope of services parallels the order
presented in the RFP; in several cases related tasks are grouped and discussed together
or reordered. Select headings have been altered to separate discrete tasks. We have also
clarified our understanding of the scope in several cases by delineating retail versus other
business opportunities.
We recognize that the City and Chamber seek to conduct this study in as efficient and
cost effective a manner as possible. Therefore, SKMG's scope of services was developed
assuming maximum City and Chamber participation and assistance. The level of
assistance required will vary during the course of the study depending upon the tasks,
but SKMG suggests that at least one City staff person should be available part-time (5 to
15 hours per week) throughout the course of the study to assist with various research
efforts.
GOALS AND PROJECT COMMUNICA nON
1. Review Goals
SKMG will hold a workshop meeting with the Redwood City Project Team to refine the
City and community's general economic development goals and specific studý goals.
Prior to convening this workshop SKMG will review all written materials relevant to the
study definition. Upon completion of the workshop, a summary document will be
prepared delineating all major study goals to set a framework for the study and the
completion of subsequent tasks. This document will include an overview of the context
for the study relative to the City's overall economic development strategy.
In addition to the initial project meeting, we propose a series of workshops between
SKMG and the Project Team to be held at key intervals during the course of the study,
such as after select major work phases. Therefore, in addition to this initial workshop,
our proposed budget includes four additional collaborative working sessions with the
1
.. . . ._.....,~-" ~
