Kathleen Gallagher, SBTSA, spoke of AB 939 from 1989. She explained the law mandates <br /> jurisdictions to reduce disposed waste by 25% by 1995 and 50% by the year 2000. It also <br /> requires jurisdictions to implement diversion programs. Good faith effort is required and <br /> failure to meet AB 939 requirements could result in $2,000/day fines. <br /> <br /> Bob Hilton spoke about the acquisition of the transfer station recyclery. He explained <br /> financing for the facility would occur with a new JPA, the South Bayside Management <br /> Authority. <br /> <br /> Senior Accountant Lennon gave a presentation of the South Bayside Waste Management <br /> Authority, which is the proposed successor to the SBTSA, and reported on a proposed <br /> collection agreement with BFI and timelines for action. <br /> <br /> Council comments included clarification on preference to be an equity member with voting <br /> rights and what the life expectancy of Knox Mountain is. <br /> <br /> M/S Leipzig/Ruskin to direct staffto move forward with the feasibility of the purchase of the <br /> South Bayside Transfer Station and Recycling Facilities from BFI as an equity partner.
