EXHIBIT B
HOMELESSNESS PREVENTION AND EVICTION DEFENSE PROJECT
LA RAZA CENTRO LEGAL, INC.
FISCAL YEAR 1995/96
CONTRACT OBJECTIVES
La Raza Centro Legal provides direct legal services to low-income individuals who because of
economic, language, or cultural barriers would otherwise be denied access to the legal system. La Raza
Centro Legal provides services through consultations, direct representation, referrals, and education
outreach in the areas of housing, employment, and immigration.
La Raza Centro Legal's Homelessness Prevention Project will provide counseling representation, and
information to low-income residents of Redwood City in the area of landlord/tenant law and other areas
of civil law. With its main focus on housing, Centro Legal's attorney, paralegal, law clerk, and
volunteers will represent tenants who are facing eviction, illegal lock-outs, utility shut-offs, illegal rent
increases, habitability issues, housing discrimination, in addition to other housing matters. A priority
of Centro Legal is to prevent homelessness by intervening early on, mediating and arriving at solutions
whereby the tenants and landlords can co-exist peacefully.
Centro Legal is opening a new office in Redwood City and expanding its serves by two full days with
a part-time paralegal. The additional staff member and time in Redwood City will enable Centro Legal
to dramatically increase the amount of direct services provided to residents of Redwood City.
# of Persons/
Goals Households Completion Date
Direct Representation of 250 6/30/96
eviction and construction
eviction cases.
Counseling and referrals 300 6/30/96
Educational outreach 700+ 6/30/96
