6.1.B. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> September 11, 2017 <br /> SUBJECT <br /> Amendment No. 1 to the on-call, as-needed Professional Services Agreement with <br /> MacLeod & Associates, Inc. for the Two-Year On-Call Surveying contract <br /> RECOMMENDATION <br /> By motion, approve, and authorize the City Manager to execute Amendment No. 1 with <br /> MacLeod & Associates, Inc. of San Carlos, CA for surveying services on an on-call, as- <br /> needed basis in the amount of$75,000 for a total amount of $225,000 <br /> BACKGROUND <br /> The City of Redwood City systematically replaces aging segments of existing potable <br /> water, sanitary sewer, and storm drain and recycled water pipelines as part of the <br /> Capital Improvement Program (CIP). These CIP projects are intended to replace aging <br /> pipes that are close to failure, to increase the size of mains for additional flow and <br /> capacity and to improve the overall systems' performance, service and reliability to the <br /> residents and businesses on that street and surrounding neighborhoods. <br /> On September 22, 2016, the City executed an agreement with MacLeod & Associates, <br /> Inc. for surveying services on an on-call, as-needed basis for a total amount of <br /> $150,000.00. Services in the amount of $135,000.00 have been charged to this <br /> agreement, leaving $15,000.00 remaining. <br /> This contract amendment focuses on the preparation for a utilities and street survey that <br /> will provide information related to these prioritized pipelines. The survey will provide the <br /> City with topographic drawings that show the depths and alignments of existing <br /> underground utilities. The survey will also detail the locations of above ground <br /> structures. This information will be utilized during the design stage to determine the <br /> depths and alignments of the proposed utility mains and avoid conflicts with existing <br /> utilities during construction. <br /> ANALYSIS <br /> Completing a proposed survey of approximately 3.66 and 3.06 miles of potable water <br /> and sanitary sewer survey lengths, respectively, requires a contract amendment of <br /> $75,000.00: $50,000.00 for proposed potable water and $25,000.00 for proposed <br /> sanitary sewer surveys to prepare for pipe replacement works for the next few years. <br /> For cost efficiency and timeliness, the scope of work of this proposed survey will cover <br /> multiple years (beyond the two year on-call Agreement) of future CIP Projects. <br />
