6.1 .C. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> September 11, 2017 <br /> SUBJECT <br /> Response to San Mateo County Civil Grand Jury Report: "ENGLISH IS NOT OUR <br /> ONLY LANGUAGE: ARE LOCAL LAW ENFORCEMENT AGENCIES PROVIDING <br /> MULTILINGUAL ACCESS TO OUTREACH PROGRAMS?" <br /> RECOMMENDATION <br /> By motion, approve the City's response to the San Mateo County Civil Grand Jury <br /> Report entitled "ENGLISH IS NOT OUR ONLY LANGUAGE: ARE LOCAL LAW <br /> ENFORCEMENT AGENCIES PROVIDING MULTILINGUAL ACCESS TO OUTREACH <br /> PROGRAMS?", designated as Attachment 2, and authorize the Mayor to execute and <br /> transmit Attachment 2 <br /> BACKGROUND <br /> On June 29, 2017, the San Mateo County Civil Grand Jury issued a report containing <br /> findings and recommendations regarding local law enforcement's multilingual <br /> community outreach programs. The Grand Jury reviewed community outreach <br /> programs provided by law enforcement agencies within San Mateo County to <br /> determine the extent to which these agencies have modified their outreach efforts to <br /> serve the non-English speaking population. The report included a survey of San Mateo <br /> County law enforcement agencies to determine the extent of community outreach <br /> programs being offered, as well as identify those programs being offered in multiple <br /> languages. The report emphasized the importance of incorporating multilingual <br /> capability in San Mateo County law enforcement agency websites to introduce existing <br /> community outreach programs to a broader segment of the population, as well as <br /> potentially increase participation in these programs by community members who <br /> speak limited or no English. <br /> The City is required to prepare a response to the recommendations, consider the <br /> response at a public meeting, and submit the response to the Civil Grand Jury. <br /> ANALYSIS <br /> Staff has reviewed the Grand Jury's findings and recommendations and has prepared a <br /> letter for the Mayor's signature which responds to the Grand Jury Report. The <br /> recommendation and proposed response are: <br /> Recommendation 1: All law enforcement agencies in San Mateo County shall <br /> modify their websites by including multilingual translation capability to potentially <br />
