In response to its survey, the Grand Jury learned that these agencies collectively offer <br /> more than 170 outreach programs to their residents.21 These law enforcement agencies are to be <br /> commended for having many of their programs in languages other than English to the extent that <br /> such languages are spoken in their communities.
