PROTECTION" <br /> RECOMMENDATION <br /> By motion, approve the City's response to the San Mateo County Civil Grand Jury <br /> Report entitled "A DELICATE BALANCE: PRIVACY VS. PROTECTION", which is <br /> designated as Attachment 2, and authorize the Mayor to execute and transmit <br /> Attachment 2 <br /> BACKGROUND <br /> On July 12, 2017, the San Mateo County Civil Grand Jury issued a report containing <br /> findings and recommendations regarding the use of surveillance technologies by San <br /> Mateo County law enforcement agencies. The Grand Jury focused on public <br /> disclosure of data collection through surveillance technology, public posting of policies <br /> related to use of surveillance technology, and public input on future surveillance <br /> technology purchases and use. As one of the agencies cited in the Grand Jury Report, <br /> the City is required to prepare a response to the recommendations, consider the <br /> response at a public meeting, and submit the response to the Civil Grand Jury. <br /> The Grand Jury Report reviewed current surveillance technologies for Body-Worn <br /> Cameras (BWC) and Automated License Plate Readers (ALPR) used by law <br /> enforcement agencies within San Mateo County to determine the extent to which these <br /> agencies have publicly posted use policies governing the collection, management and <br /> storage of data. The Grand Jury also looked at ordinances from Alameda County and <br /> Santa Clara County dealing with surveillance technology oversight, review, and <br /> opportunities for public input on future surveillance technology purchases and use. <br /> The report includes a use policy on ALPR data storage and retrieval procedures from <br /> the Northern California Regional Intelligence Center (NCRIC), an agency that stores <br /> San Mateo County law enforcement ALPR data. <br /> The Grand Jury Report recommendations and proposed responses are provided <br /> below and in the draft response letter (Attachment 2). <br />
