6.3.A. - Page 1 REPORT To the Honorable Mayor and City Council From the City Manager September 11, 2017 SUBJECT Water Connection and Service — Proposed single family residence at 4036 Jefferson Avenue (APN 068-185-220), in unincorporated San Mateo County, CA RECOMMENDATION Confirm determination that the Project is exempt from CEQA; Adopt resolution to make a request to Local Agency Formation Commission (LAFCo) for extension of water services outside jurisdictional boundaries to a proposed single family residence at 4036 Jefferson Avenue (APN 068-185-220), in unincorporated San Mateo County, pursuant to Government Code Section 56133 BACKGROUND The subject property located at 4036 Jefferson Avenue is currently undeveloped. The parcel is located outside Redwood City's jurisdictional boundaries, but is within the City's sphere of influence and water service area. The parcel does not have a water service connection. The owner of the parcel has applied to the County of San Mateo for a building permit to construct a new single-family residence. As part of the application process, the San Mateo County Building Department requires that the property owner secure a new water connection and service from the City of Redwood City. In addition, the City must receive LAFCo approval to provide water service. The City owns an existing 6-inch water main that runs along the frontage of the property. Construction of this new single family home requires that the property owner construct a new water service lateral connecting to the existing 6 inch water main, and install a new water meter. ANALYSIS The extension of water service outside jurisdictional boundaries is not a frequent occurrence. The occasional addition of a residential connection is not anticipated to have any significant impact on the city's total water allotment. LAFCo requires Council's authorization, by resolution, of requests made for new services. Staff recommends that the City request LAFCo's approval to extend water service outside jurisdictional boundaries to 4036 Jefferson Avenue pursuant to Government Code Section 56133.
