7.A. - Page 12 <br /> FISCAL IMPACT <br /> Review of the proposed project is subject to the City's Cost Recovery System; <br /> therefore, direct costs during the entitlement process associated with staff and <br /> consultant time are covered by an applicant deposit. Should the appeal be denied <br /> and the project approved, the Applicant will be required to pay all associated <br /> development impact and permitting fees, as applicable and as established by <br /> ordinance and/or the terms of any agreements between the Applicant and the City. <br /> ENVIRONMENTAL REVIEW <br /> As discussed in detail above, in accordance with the California Environmental Quality <br /> Act (CEQA), an Initial Study and Mitigated Negative Declaration (IS/MND) were <br /> prepared.
