TA. - Page 41 IL DRAFT MITIGATED NEGATIVE DECLARATION Project Name: Rocketship Redwood City Elementary School Project Project Location: The approximately 1.12-acre project site is located at 860 Charter Street in Redwood City and unincorporated San Mateo County and is generally bounded by Bay Road to the north,existing light industrial and commercial uses to the east and south,and Charter Street to the west. Description of Project: The existing project site is comprised of two immediately contiguous parcels of land,one of which is located within the City of Redwood City and the other of which is located within the County of San Mateo. The site is currently developed with an approximately 23,200- square-foot,one-story warehouse structure within the City boundaries and an associated surface parking lot and metal storage shed within the County boundaries. The project sponsor(Launchpad Development Fifteen LLC/Rocketship Education)proposes to convert the site into a public TK-5 charter elementary school,which would be operated by Rocketship Education. Associated improvements include new landscaping and playground areas and modifications to existing site access,circulation and parking. The proposed school would have a maximum enrollment of 480 students when it is fully operational. The proposed project also includes installation and operation of an active sub-slab depressurization system to eliminate the exposure pathway between contaminated soil vapors and indoor air sensitive receptors and inhibit soil gases from flowing into the building,thereby ensuring that indoor air concentrations of VOCs related to the underlying subsurface conditions are reduced to an acceptable level. Operation of this system would be conducted under DTSC oversight. Findings: It is hereby determined that,based on the information contained in the attached Initial Study,the project would not have a significant adverse effect on the environment. Mitigation measures necessary to avoid or reduce the project's potentially significant effects to a less- than-significant level on the environment and are detailed on the following pages. These mitigation measures are hereby incorporated and fully made part of this Draft Mitigated Negative Declaration. The project sponsor has hereby agreed to incorporate as part of the project and implement each of these identified mitigation measures,which would be adopted as part of the Mitigation Monitoring and Reporting Program.
