ROCKETSHIP REDWOOD CITY ELEMENTARY SCHOOL PROJECT <br /> SEPTEMBER 2016 INITIAL STUDY/MITIGATED NEGATIVE DECLARATION <br /> Investigation for the proposed project provides detailed foundation recommendations that address the <br /> potential impacts of liquefaction. Implementation of Mitigation Measure GEO-1,which requires the <br /> project sponsor to incorporate all of the recommendations of the geotechnical investigation into the <br /> project development plans,would reduce the potential impacts related to liquefaction to a less-than- <br /> significant level. <br /> Mitigation Measure GEO-la: The recommendations of the Geotechnical Investigation Report <br /> completed for the project shall be incorporated into all design and engineering plans,including, <br /> but not limited to,recommendations related to: site stripping,demolition of existing pavements, <br /> abandonment of utilities,removal of existing fill material, soil stabilization,and installation of <br /> new pavements.Furthermore,a licensed Geotechnical Engineer shall be retained to review the <br /> geotechnical aspects of the design and engineering plans. The Geotechnical Engineer shall be <br /> allowed sufficient time to provide the project design team with comments prior to the issuance <br /> of the final plans. The final design and engineering plans shall be submitted for review and <br /> approval to the Redwood City Community Development Department and to the San Mateo <br /> County Department of Public Works and Building Inspection's Geotechnical Section prior to <br /> the issuance of any site-specific building or grading permits. <br /> Mitigation Measure GEO-lb: A licensed Geotechnical Engineer,or their representative, shall <br /> be retained to be provide geotechnical observation and testing during all earthwork and <br /> pavement installation activities. The Geotechnical Engineer shall be allowed to evaluate any <br /> conditions differing from those encountered during the geotechnical investigation and shall <br /> provide supplemental recommendations,as necessary.At the end of construction,the <br /> Geotechnical Engineer shall provide a letter regarding contractor compliance with project plans <br /> and specifications and with the recommendations of the Geotechnical Investigation Report and <br /> any supplemental recommendations issued during construction. The letter shall be submitted <br /> for review to the Redwood City Community Development Department and to the San Mateo <br /> County Department of Public Works and Building Inspection's Geotechnical Section prior to <br /> issuance of a certificate of occupancy. <br /> Surface Settlement. Settlement can occur when non-saturated,cohesionless sand or gravel soil <br /> is densified by earthquake vibrations. The soils encountered above the groundwater at the project site <br /> were predominantly stiff to very stiff clays; therefore,the potential for settlement to occur is <br /> considered low and impacts associated with surface settlement would be less than significant. <br /> Landslides. Seismically-induced landslides occur as the rapid movement of large masses of soil <br /> on unstable slopes during an earthquake.
