TA. - Page 69
LSA ASSOCIATES, INC. ROCKETSHIP REDWOOD CITY ELEMENTARY SCHOOL PROJECT
SEPTEMBER 2016 INITIAL STUDY/MITIGATED NEGATIVE DECLARATION
building. Therefore, the potential for subsidence or collapse is low. Therefore, this impact would be
less than significant.
d) Be located on expansive soil, as defined in Table 18-1-B of the Uniform Building Code (1994),
creating substantial risks to life or property?(Potentially Significant Unless Mitigation
Incorporated)
The project site is covered by 3.5 to 4.5 feet of highly expansive clay. Expansive soils are character-
ized by the potential for shrinking and swelling as the moisture content of the soil decreases and
increases, respectively. The changes in soil volume can result in substantial cosmetic and structural
damage to buildings and hardscape developed over expansive soils. These effects can be mitigated by
moisture conditioning the expansive soil, placing non-expansive fill below slabs and foundations,
designing foundations and slabs to resist ground movements associated with volume changes,
supporting foundations below the zone of severe moisture change,and/or limiting moisture changes
in the surficial soils by using positive drainage away from the building as well as limiting landscape
watering. The Geotechnical Investigation for the proposed project provides detailed grading
recommendations that address the potential impacts of expansive soils. Implementation of Mitigation
Measure GEO-1,which requires the project sponsor to incorporate all of the recommendations of the
geotechnical investigation into the project development plans, would ensure that potential impacts
related to expansive soils at the project site would be reduced to a less-than-significant level.
e) Have soils incapable of adequately supporting the use of septic tanks or alternative waste water
disposal systems where sewers are not available for the disposal of waste water?(No Impact)
The project site is located within San Mateo County's Fair Oaks Sewer Maintenance District.46 The
wastewater conveyance system that serves the project site is maintained by the County of San Mateo
but is conveyed to Redwood City's South Bayside System Authority treatment plant.47 Development
of the proposed project would not involve the use of septic tanks or alternative wastewater disposal
systems. Therefore, the proposed project would have no impact related to septic tanks or alternative
waste water disposal systems.
46 San Mateo,County of,2014.County Administered Sewer and Sanitation Districts.
47 Redwood City,City of,2010.Redwood City New General Plan,Draft Environmental Impact Report,Section 4.15
Utilities.May.
P:1RWC1401B Rocketship Sch-I\PRODUCrSUS-MND1Public\Ra ketship Public Review 09-29-16.docx(09/29/16)PUBLIC REVIEW DRAFT 45
ATTY/RESO.0084/CC RESO ADOPTING CEQA-ROCKETSHIP CHARTER SCHOOL APPEAL
REV:09-05-17 VR Page 53 of 124
