TA. - Page 71
LSA ASSOCIATES, INC. ROCKETSHIP REDWOOD CITY ELEMENTARY SCHOOL PROJECT
SEPTEMBER 2016 INITIAL STUDY/MITIGATED NEGATIVE DECLARATION
Greenhouse gas emissions associated with project trips were estimated using CalEEMod v. 2013.2.2.
Table 4 shows the calculated GHG emissions for the proposed project. Motor vehicle emissions are
the largest source of GHG emissions(74 percent of the total).Area sources and water use associated
with the project represent a fraction of the total project emissions. Additional calculation details are
provided in Appendix B.
Table 4: Project- Generated Greenhouse Gas Emissions
Emissions(Metric Tons Per Year)
Percent
Emission Source CO2 CH, N20 CO2e of Total
Area Source 0.01 0.00 0.00 0.01 1
Transportation 517.19 0.02 0.00 517.67 74
Water/Wastewater 1 6.56 1 0.05 1 0.00 1 7.93 1 1
Waste 22.23 1.31 0.00 49.81 7
Electricity 118.70 0.00 0.00 119.26 17
Total Annual Emissions 694.68 100
Note: Project greenhouse gas emissions were calculated with an assumed student enrollment of 600.The project has
since been revised to reduce the maximum enrollment capacity to 480 students. Therefore, the calculations
overestimate project emissions associated with vehicle trips and the data presented above is a conservative
estimate.
Source: LSA Associates,Inc.,2014.
According to the BAAQMD, a project would result in a less-than-significant GHG impact if it would:
• Result in operational-related greenhouse gas emissions of less than 1,100 metric tons of
CO2e a year,or
• Result in operational-related greenhouse gas emissions of less than 4.6 metric tons of COZe
per service population(residents plus employees).
As shown in Table 4,the proposed project would generate up to 694 metric tons of CO2e emissions
per year.Annual emissions of operational-related GHGs for the proposed project do not exceed the
significance threshold of 1,100 metric tons of CO2e per year. Therefore, operation of the proposed
project would not generate significant GHG emissions and would have a less-than-significant impact
on operational GHG emissions.
b) Conflict with an applicable plan, policy or regulation adopted for the purpose of reducing the
emissions of greenhouse gases? (No Impact)
The California Environmental Protection Agency Climate Action Team(CAT)and the ARB have
developed several reports to achieve the Governor's GHG targets, which rely on voluntary actions of
California businesses, local government and community groups, and State incentive and regulatory
programs. These include the CAT's 2006 Report to Governor Schwarzenegger and the Legislature,
ARB's 2007 Expanded List of Early Action Measures to Reduce Greenhouse Gas Emissions in
P:1RWC1401B Rocketship Sch-I\PRODUCrSUS-MND1Public\Ra ketship Public Review 09-29-16.docx(09/29/16)PUBLIC REVIEW DRAFT 47
ATTY/RESO.0084/CC RESO ADOPTING CEQA-ROCKETSHIP CHARTER SCHOOL APPEAL
REV:09-05-17 VR Page 55 of 124
