ROCKETSHIP REDWOOD CITY ELEMENTARY SCHOOL PROJECT
SEPTEMBER 2016 INITIAL STUDY/MITIGATED NEGATIVE DECLARATION
d) Be located on a site which is included on a list of hazardous materials sites compiled pursuant to
Government Code Section 65962.5 and, as a result, would it create a significant hazard to the
public or the environment? (No Impact)
California Government Code Section 65962.5 requires the compiling of lists of the following types of
hazardous materials sites: hazardous waste facilities;hazardous waste discharges for which the State
Water Quality Control Board has issued certain types of orders;public drinking water wells containing
detectable levels of organic contaminants;underground storage tanks with reported unauthorized
releases; and solid waste disposal facilities from which hazardous waste has migrated. Records
searches were performed as part of the Phase I ESA. In addition, searches were conducted on
November 14,2014,using the GeoTracker database maintained by the State Water Resources Control
Board, the EnviroStor database maintained by the Department of Toxics Substance Control, and the
EnviroMapper database maintained by the U.S. Environmental Protection Agency. The project site
was not listed in any of these databases as a hazardous materials site. Therefore, there would be no
impact related to listing on hazardous materials sites compiled pursuant to Government Code Section
65962.5.
e) For a project located within an airport land use plan or, where such a plan has not been
adopted, within 2 miles of a public airport or public use airport, would the project result in a
safety hazard for people residing or working in the project area?(No Impact)
The project site is located approximately 2.5 miles southeast of the San Carlos Airport and
approximately 13 miles southeast of the San Francisco International Airport(SFO),and is located
within the Airport Influence Area(AIA)of both airports.71,74
The project site is not located near any
private use airstrips.
The project site is located within Area A of the AIA Boundary of both the San Carlos Airport and
SFO.AIA Boundary A defines the area where real estate disclosures are mandatory due to potential
noise issues. The project site is outside of Area B boundaries for both airports, which requires
City/County Association of Governments of San Mateo County Airport Land Use Committee review
to ensure that the proposed allowable development is consistent with aviation safety requirements.
Since the proposed project is outside the Area B boundary and because the height of the building
would not increase compared to existing conditions, the project would not be considered a potential
obstruction hazard for aircraft using either airport. Therefore, the proposed project would not cause a
hazard to air navigation or result in a safety hazard for people residing or working in the project area.
fi For a project located within the vicinity of a private airstrip, would the project result in a safety
hazard for people residing or working in the project area?(No Impact)
73 City/County Association of Governments of San Mateo County,2012.Comprehensive Airport Land Use
Compatibility Plan for the Environs of San Francisco International Airport,October.
74 City/County Association of Governments of San Mateo County,2004.Revised Airport Influence Area Boundary
for San Carlos Airport—Areas A&B.Available online at ccag.ca.gov/wp-content/uploads/2014/07/2004-sc-ailport-
influence-ab-mapl.pdf(accessed November 13,2014).October.
P:1RWC1401B Rocketship Sch-I\PRODUCrSUS-MND1Public\Ra ketship Public Review 09-29-16.docx(09/29/16)PUBLIC REVIEW DRAFT 58
ATTY/RESO.0084/CC RESO ADOPTING CEQA-ROCKETSHIP CHARTER SCHOOL APPEAL
REV:09-05-17 VR Page 66 of 124
