ROCKETSHIP REDWOOD CITY ELEMENTARY SCHOOL PROJECT
SEPTEMBER 2016 INITIAL STUDY/MITIGATED NEGATIVE DECLARATION
Otherwise substantially degrade water quality?(Less-Than-Significant Impact)
The potential for the construction and operation of the proposed project to degrade water quality is
described in Section IX.a.No additional impacts to water quality would be expected. Therefore, this
potential impact is less than significant.
g) Place housing within a 100 year flood hazard area as mapped on a federal Flood Hazard
Boundary or Flood Insurance Rate Map or other flood hazard delineation map?(No Impact)
The project site does not involve the development of housing and is not located within a 100-year
flood hazard area as mapped by the Federal Emergency Management Agency(FEMA)81. Therefore,
no impact related to the placement of housing within a floodplain would occur.
h) Place within a 100 year flood hazard area structures which would impede or redirect flood
flows? (No Impact)
The project site is not located within a 100-year flood hazard area as mapped by FEMA,82 and
therefore no impact related to the placement of structures within a floodplain would occur.
i) Expose people or structures to a significant risk of loss, injury or death involving flooding,
including flooding of as a result of the failure of a levee or dam? (Less-Than-Significant
Impact)
The project site is not located within the inundation zone of the Lower Emerald Lake or within the
inundation zones of any other water bodies near Redwood City.83 Additionally, the project site is not
located within an area that is protected from flood by a levee.84
The project site could be subject to flooding as a result of sea level rise. In the San Francisco Bay
area, the background rate of sea level rise has been estimated to be approximately 0.076 inches per
year from 1900 to 2008,and a sea level rise of 16 inches by 2050 and 55 inches by 2100 has been
predicted by the San Francisco Bay Conservation and Development Commission.85 The project site is
located in an area that would be subject to flooding as a result of a sea level rise over 48 inches.86 The
Redwood City General Plan and San Mateo County General Plan include multiple policies and
programs specifically designed to address the effects of climate change within the confines of the City
and County, respectively. In particular,Program PS-16 of the Redwood City General Plan states that
the City will prepare response strategies that address climate change induced sea level rise and
81 Federal Emergency Management Agency,2012.Flood Insurance Rate Map,San Mateo County and Unincorpo-
rated Areas,Map 06081C0302E.October 16.
82 Ibid.
83 Redwood City,City of,2010.Redwood City General Plan-Public Safety Element.Figure PS-5.
84 Federal Emergency Management Agency,2012,op.cit.
85 Bay Conservation and Development Commission,2011.Living With a Rising Bay: Vulnerability and Adaptation
in San Francisco Bay and on the Shoreline.October 6.
86 National Oceanic and Atmospheric Administration,2014.Sea Level Rise Coast Flooding Impacts, Version 2.0.
Website:coast.noaa. oe v/sIr(accessed November 12,2014).
P:1RWC1401B Rocketship Sch-I\PRODUCrSUS-MND1Public\Ra ketship Public Review 09-29-16.docx(09/29/16)PUBLIC REVIEW DRAFT 65
ATTY/RESO.0084/CC RESO ADOPTING CEQA-ROCKETSHIP CHARTER SCHOOL APPEAL
REV:09-05-17 VR Page 73 of 124
