For instance,the construction of an interstate highway through an <br /> existing community may constrain travel from one side of the community to another; similarly, such <br /> construction may also impair travel to areas outside of the community. <br /> The developed project site is located in an urban area and is surrounded by light industrial and <br /> commercial uses. The proposed project would result in the conversion of the existing warehouse <br /> building to a school use and associated on-site improvements.
