ROCKETSHIP REDWOOD CITY ELEMENTARY SCHOOL PROJECT <br /> SEPTEMBER 2016 INITIAL STUDY/MITIGATED NEGATIVE DECLARATION <br /> c) Result in a change in air traffic patterns, including either an increase in traffic levels or a <br /> change in location that results in substantial safety risks?(No Impact) <br /> The project site is located approximately 2.5 miles southeast of the San Carlos Airport and approxi- <br /> mately 13 miles southeast of the San Francisco International Airport(SFO),and is located within the <br /> Airport Influence Area(AIA)of both airports.112°113 The project site is not located near any private <br /> use airstrips. The project site is outside of Area B boundaries for both airports,which requires City/ <br /> County Association of Governments of San Mateo County Airport Land Use Committee review to <br /> ensure that the proposed allowable development is consistent with aviation safety requirements. The <br /> proposed project is outside the Area B boundary and the height of the building would not increase <br /> compared to existing conditions. The project would not install or construct any structure which <br /> extends into or above air space,or which constitutes an obstruction to air navigation,or which <br /> interferes with the use of flight air traffic patterns. Therefore,no impacts to air traffic patterns would <br /> result from the project. <br /> d) Substantially increase hazards due to a design feature (e.g., sharp curves or dangerous <br /> intersections) or incompatible uses (e.g.,farm equipment)? (Less-Than-Significant Impact) <br /> Site access, sight distance,and site circulation issues that could contribute to hazardous conditions are <br /> discussed below. In addition,drop-off and pick-up procedures and the potential for these activities to <br /> create on-or off-site hazards are also discussed. As discussed,these impacts would be less than <br /> significant.Minor modifications are however recommended to further ensure that the proposed <br /> project would not create a hazard due to a design or operational feature. <br /> Site Access.The Traffic Study(see Appendix F)included an evaluation of site access to <br /> determine the adequacy of the site's driveways with regard to the following: traffic volume,delays, <br /> vehicle queues,geometric design,corner sight distance,and truck access. <br /> Drop-off and pick-up would occur in the main school parking lot located along the eastern edge of the <br /> property. This lot would be served by two driveways,one each on Charter Street and Bay Road.Both <br /> driveways would be 24 feet wide,which meets the minimum driveway width set forth in the City's <br /> zoning code. During the peak pick-up/drop-off hours,the driveway on Charter Street would function <br /> as an inbound-only driveway,while the driveway on Bay Road would serve as outbound-only. Each <br /> of these driveways would have design widths and/or physical barriers to prevent more than one <br /> vehicle from entering or existing at any one time. School staff would be positioned at each driveway <br /> to restrict traffic entering and exiting these driveways to right turns only during these hours. During <br /> off-peak periods,the Charter Street driveway would be fenced and the Bay Road driveway would <br /> serve both inbound and outbound traffic. <br /> The proposed Charter Street driveway would be approximately 16 feet west of the crosswalk at Bay <br /> Road.
