The methodology for eliminating vapors pose significant risk to the students and <br /> staff at the school: The measures proposed depend on a vapor barrier and ventilation, testing but <br /> only at long intervals, and alternative ventilation measures if vapors are penetrating the building. <br /> None of these measures adequately address the exposure to students and staff, a matter which <br /> will be of serious concern to the parents of the student in particular. <br /> The seismic analysis fails to account for a potential adverse effect in the event of an earthquake: <br /> Because the on-site parking will utilize stacking car racks located adjacent to the Dave Tanner <br /> Inc. property, an earthquake could dislodge cars which would potentially fall on the Dave Tanner <br /> Inc. building. This would cause property damage and potentially endanger workers in the <br /> building. <br /> Another deficiency is the failure of the NIND to analyze the effect of the proposed drainage <br /> swale along the Dave Tanner Inc. property line. The swale could potentially introduce <br /> significant water flows on the property, causing damage to the building and soil supporting the <br /> building. <br /> We ask that you respond to these concerns, and prepare an EIR for the Project before approving <br /> it.
