By submitting the speaker's card, the Mayor will recognize you at the <br /> appropriate time. In order to afford all members of the public the opportunity to address <br /> the City Council, a speaker shall not exceed 3 minutes. The time allotted might be less <br /> than 3 minutes, at the discretion of the Mayor, to assure that the City Council has <br /> adequate time to complete its work as set forth on an agenda. <br /> The City Council believes that late night meetings deter public participation, can affect the <br /> Council's decision-making ability, and can negatively affect staff performance for the <br /> remainder of the business week.
