Technical support for grants, especially FEMA mitigation project grants : Goettel has provided technical support and evaluations for approximately 1 ,000 mitigation projects for many thousands of buildings and infrastructure components. Total costs for these mitigation projects exceed $5 billion, including nearly $1 billion in awarded FEMA mitigation grants and over $4 billion in non-FEMA projects. Benefit-cost analysis of mitigation projects: • Goettel has more experience doing benefit-cost analysis for FEMA grants than anyone else in the United States, with over 25 years of comprehensive experience. • Benefit-cost analysis is a powerful tool to help quantitatively evaluate the threats posed by natural hazards to buildings and infrastructure. • Benefit-cost analysis is required for almost all FEMA mitigation grants. • Goettel was the principal developer of FEMA's initial benefit-cost analysis software and several subsequent generations of the software including the user guides, training manuals, and technical guidance for benefit-cost analysis of mitigation projects. • Goettel was the principal developer of the standardized methods used by FEMA to quantify the economic impacts of loss of function of buildings, utilities, and transportation systems, including separate methods for: ordinary residential, commercial, and public buildings, EOCs, emergency shelters, police, fire, and medical facilities, utilities (electric power, water, wastewater) and roads/bridges. • Goettel was the lead instructor for over 60 benefit-cost analysis training classes for Federal, State, and Local officials. Mitigation Planning: • Goettel & Associates Inc. has completed over 50 FEMA Local Hazard Mitigation Plans for counties, cities, state agencies, schools and universities. • The hallmarks of these plans include: quantitative hazard, vulnerability and risk assessments, rigorous prioritization of hazard mitigation action items, and identification of mitigation projects with the highest likelihood of FEMA grant funding. Other Experience: • International experience evaluating social and economic aspects of earthquakes in Japan and the United States (Kajima Corporation) and evaluation of several technology and public policy issues for the Institute for Future Science (Tokyo). • Conducted a quantitative assessment Coca-Cola of the vulnerability of utility and transportation systems to Y2K disruption worldwide - detailed assessments at over 100 locations in 50 countries in North and South America, Europe, Asia, Australia and Africa. • Conducted public policy studies related to natural hazards and economics, including analysis in support of seismic retrofit ordinances, evaluation of the costs of seismic zone changes, evaluation of insurance and other economic and policy issues related to natural hazards.
