Technical support for grants, especially FEMA mitigation project grants : <br /> Goettel has provided technical support and evaluations for approximately 1 ,000 mitigation <br /> projects for many thousands of buildings and infrastructure components. Total costs for <br /> these mitigation projects exceed $5 billion, including nearly $1 billion in awarded FEMA <br /> mitigation grants and over $4 billion in non-FEMA projects. <br /> Benefit-cost analysis of mitigation projects: <br /> • Goettel has more experience doing benefit-cost analysis for FEMA grants than <br /> anyone else in the United States, with over 25 years of comprehensive <br /> experience. <br /> • Benefit-cost analysis is a powerful tool to help quantitatively evaluate the threats <br /> posed by natural hazards to buildings and infrastructure. <br /> • Benefit-cost analysis is required for almost all FEMA mitigation grants. <br /> • Goettel was the principal developer of FEMA's initial benefit-cost analysis <br /> software and several subsequent generations of the software including the user <br /> guides, training manuals, and technical guidance for benefit-cost analysis of <br /> mitigation projects. <br /> • Goettel was the principal developer of the standardized methods used by FEMA <br /> to quantify the economic impacts of loss of function of buildings, utilities, and <br /> transportation systems, including separate methods for: ordinary residential, <br /> commercial, and public buildings, EOCs, emergency shelters, police, fire, and <br /> medical facilities, utilities (electric power, water, wastewater) and roads/bridges. <br /> • Goettel was the lead instructor for over 60 benefit-cost analysis training classes <br /> for Federal, State, and Local officials. <br /> Mitigation Planning: <br /> • Goettel & Associates Inc. has completed over 50 FEMA Local Hazard Mitigation <br /> Plans for counties, cities, state agencies, schools and universities. <br /> • The hallmarks of these plans include: quantitative hazard, vulnerability and risk <br /> assessments, rigorous prioritization of hazard mitigation action items, and <br /> identification of mitigation projects with the highest likelihood of FEMA grant <br /> funding. <br /> Other Experience: <br /> • International experience evaluating social and economic aspects of earthquakes <br /> in Japan and the United States (Kajima Corporation) and evaluation of several <br /> technology and public policy issues for the Institute for Future Science (Tokyo). <br /> • Conducted a quantitative assessment Coca-Cola of the vulnerability of utility and <br /> transportation systems to Y2K disruption worldwide - detailed assessments at <br /> over 100 locations in 50 countries in North and South America, Europe, Asia, <br /> Australia and Africa. <br /> • Conducted public policy studies related to natural hazards and economics, <br /> including analysis in support of seismic retrofit ordinances, evaluation of the <br /> costs of seismic zone changes, evaluation of insurance and other economic and <br /> policy issues related to natural hazards. <br /> REV: 08-28-17 PR <br /> Page 12 of 14 <br /> ATTY/AGR.2017.200/Goettel & Associates Inc. <br />
