7. PUBLIC HEARING A. The proposed use of 2004 Local Law Enforcement Block Grant (LLEBG) funds by the Redwood City Police Department (706) Administrative Sergeant Harper explained the grant process and the proposed use of the funds. He stated that for the ninth consecutive year the police department has received funds through this program and this year's award is for $19,147.00 with a matching amount of $2,127.00. Mayor Ira opened the public hearing. There was no public comment. M/S Foust/Pierce to close the public hearing. The motion passed by a unanimous voice vote by those present. Recommendation: M/S Ruskin /Hartnett to approve the Police Chief's recommendation to dedicate the funds to the procurement of Special Weapons and Tactics (SWAT) team equipment and Emergency Preparedness Training (EPT). Sponsorship of Montalvo events in Redwood City to help Downtown businesses —Redevelopment Agency (405) Mayor Ira recused himself from this item due to a conflict of interest. Downtown Development Coordinator Zack explained the sponsorship proposal. Bruce Labodie, representing Montalvo, stated Montalvo is committed to providing quality concerts of interest to the community and help to develop audiences and build business in Redwood City. He stated that the sponsorship is only for the 2005 season to assist in breaking even until the downtown streetscape and retail /cinema complex is completed. He further stated that the plan includes promotion of the restaurants through their website, posters, advertisements and other partnership programs. Bob Lo Presto, Trustee of Montalvo, stated Montalvo's pleasure in the relationship and alliance with Redwood City. He praised the aggressiveness and great vision in making the city a great one on the Peninsula.
