16.16 Educational Expense Reimbursement <br />16.16.1 Management unit employees shall be eligible for reimbursement of costs of <br />tuition, registration fees, books, calculators, and other related items and supplies <br />that are incurred in connection with enrollment in and successful completion of <br />an education development program or course. <br />16.16.2 Effective October 1, 1991, an employee shall be eligible to receive <br />reimbursement not to exceed six hundred and fifty dollars ($650.00) per fiscal <br />year, are approved in advance of enrollment by the Human Resources Director <br />and the employee's department head, and the employee successfully completes <br />such course submitted for reimbursement with a grade of "C" or better. The <br />Educational Expense Reimbursement Program may be used for professional <br />development workshops or seminars. <br />16.16.3 The Human Resources Director may establish standards and criteria and enact <br />such rules, regulations, procedures and policies as are necessary or appropriate to <br />implement the provisions of this Section 16.16. <br />16.17 Training <br />The Human Resources Director is responsible for developing training programs in order <br />to improve the efficiency and broaden the knowledge of employees in the performance of <br />their duties. Successful completion of special training may be considered in making <br />advancements and promotions. The Association may appoint a member to meet with the <br />Human Resources Director to plan, evaluate and recommend training programs. <br />16.18 Licenses and Certificates <br />Employees who are required by State or Federal agencies, or by job description, to be <br />licensed or certificated shall be reimbursed for the fees for such license or certificate, <br />including other DMV licenses above Class "C" required by the Department of Motor <br />Vehicles. <br />16.19 Vacations <br />16.19.1 All regular full-time management unit employees who have worked for the City <br />six (6) months or more shall be entitled to vacation leave. <br />16.19.2 The time during the calendar year at which an employee shall take vacation shall <br />be determined by the department head with due regard to the wishes of the <br />employee and with particular regard to the needs of the service. During the <br />period from March 1 through April 15 of each calendar year, all employees <br />shall, on a form provided by the City, indicate their preferences for vacation <br />periods.
