SPECIAL ORDER(S) OF THE DAY - None 5. PUBLIC COMMENT Public comment is for items that are not on the agenda but t hat are within the subject matter jurisdiction of the City Council. Please be advised that the Brown Act does not allow the City Council to discuss matters not on the agenda because it does not give the public adequate notice. Accordingly, the City Council and staff might provide brief factual statements or ask clarifying questions or respond at a later time. The time for public comment on this portion of the agenda is generally fifteen (15) minutes. Regardless of the number of speakers, a speaker shall not exceed 3 minutes but the time allotted might be less than 3 minutes when there are more than 5 speakers, at the discretion of the Presiding Officer. If you wish to speak, please complete a speaker's card, and submit it to the Assistant City Clerk. Once the public comment period has begun, no additional speaker cards will be collected and no additional speakers will be allowed to speak. CITY COUNCIL: Waive reading of the consent calendar and the full text of ordinances and resolutions, and approve the Consent Calendar items. 1. Section - Motion(s) A. Award of Contract - Marlin and Sandpiper Park Turf Field Replacements Project Staff contact: James O'Connell, Senior Civil Engineer 780-5923 joconnell@redwoodcity.org Recommendation: By motion, approve, and authorize the City Manager to execute the contract documents and award the standard form contract 00520 for the Marlin and Sandpiper Park Turf Field Replacements Project to Sprinturf, LLC of Mt. Pleasant, South Carolina for their responsive and responsible low base bid of $1,448,732 and authorize the City Manager to increase the contract amount, if necessary, up to 10% of the amount awarded, and find that the project is exempt from the requirements of the California Environmental Quality Act (CEQA) under CEQA Guidelines Section 15301 (Existing Facilities)
