Authorized Investments (with limitation <br />and quality guidelines) <br /> <br />Address Code Changes <br />One of the recommendations is to update the credit rating language used in the <br />Authorized Investments section of the Policy to reflect a recent revision to the Code. <br />Senate Bill 974, which took effect on January 1, 2017, modified Code Sections 53601 <br />et seq. to clarify that the Code’s rating requirements specify the minimum credit rating <br />category required at purchase, without regard to “+,” “-,” or 1, 2, 3 modifiers. <br /> <br />This Code change simply codified the credit rating interpretation already used by most <br />public agencies, including the City. This revision did not change the minimum ratings <br />required by the Code for the different investment types. This revision applies to all of <br />the Policy sections that specify a credit rating requirement for purchase. <br /> <br />Incorporate Code Language, Modify Credit Quality, and Issuer Limits for Investments <br />Staff recommends modifying the language describing permitted investments in order to <br />be consistent with Code language. In addition, staff recommends editing some of the <br />credit quality and issuer limits to allow more flexibility in the portfolio. <br /> <br />Update Language <br /> <br />B. Federal Agency or Government Sponsored Enterprises (GSEs) <br />Update the language in the Policy so that it is more consistent with Code language. <br />Staff also recommends removing the sector and issuer limits included in the Policy, <br />consistent with Code requirements. <br /> <br />E. State and Local Agency Bonds <br />Update the language to match Code. This includes adding language that will allow the <br />City to invest in securities issued by the other 49 states, in addition to California. Staff <br />6.1.B. - Page 3
