REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />September 25, 2017 <br /> <br />SUBJECT <br />Approve Extension of Negotiation Timelines in the San Carlos Agreement for Fire and <br />Emergency Services <br /> <br />RECOMMENDATION <br />Adopt a Resolution authorizing the City Manager to extend the negotiation timelines set <br />forth in the Amended and Restated Agreement between the Cities of San Carlos and <br />Redwood City for Fire and Emergency Services <br /> <br />BACKGROUND <br />Redwood City provides fire and emergency services to San Carlos under the Amended <br />and Restated Agreement between the Cities of San Carlos and Redwood City for Fire <br />and Emergency Services effective as of July 1, 2013 (“Agreement”). The Agreement is <br />scheduled to expire on June 30, 2018 unless extended. The Agreement provide <br />procedures and timelines for the cities to negotiate such extension. <br /> <br />ANALYSIS <br />Redwood City and San Carlos staff have been in discussions regarding the continued <br />provision of fire and emergency services. <br /> <br />The Agreement provides that if the San Carlos City Manager notifies Redwood City of <br />an interest in continued fire and emergency services, the cities must meet and confer <br />for 90 days, followed by a 90-day mediation period. If no agreement is reached on the <br />terms of continued service by June 30, 2017, the Agreement terminates as of June 30, <br />2018. There is no mechanism provided in the Agreement for the City Managers to <br />extend these deadlines, so staff are seeking Council authority to extend the negotiation <br />timeline. <br /> <br />In accordance with Paragraph 6(b) of the Agreement, the San Carlos City Manager <br />provided notice of San Carlos’ interest in continued services. However, due to <br />competing priorities, the cities were not able to meet and confer until after July 1, 2017; <br />the first formal meeting on the extension was held on August 15, 2017. As such, the <br />City Managers of both cities wish to extend the timelines set forth in the Agreement so <br />that August 15, 2017 starts the 90-day meet and confer period. The resolution allows <br />the City Managers to extend the timeline further if needed, but if they do not choose to <br />6.3.C. - Page 1
