While by some of the indicators <br />discussed above San Jose and Santa Clara County may well be able to absorb a higher minimum <br />wage than $15 an hour, if the City and County were to pursue such an option, a longer phase in <br />time should be considered and assistance provided to non-profit human service agencies and <br />small businesses as they make the transition to higher wages. <br />8.A. - Page 69
