2. Public Hearing- Appeal of the decision of the Zoning <br />Administrator to deny application for second -story <br />addition to existing duplex, 1131 and 1133 St. Francis <br />Street - Marisa and Ken Hindmarch, appellants (203 -10) <br />Affidavits of Publication of Notice of Hearing and of Mailing are on file. <br />Report: Community Development Director 3/16/88 <br />(Mayor Claire presiding.) <br />Mayor Claire declared the public hearing open at 8:00 p.m. <br />Marisa Hindmarsh, 817 North Humboldt, San Mateo, said that there is <br />sufficient street parking on St. Francis Street to accommodate the residents <br />of her duplex which is non - conforming use of the property in that only one <br />covered parking space is provided for each unit. She suggested that a second <br />car could be parked in each driveway; that she will be upgrading the property <br />and the neighborhood by the proposed improvements; and that neighbors have <br />seen her plans and made no objections. She provided photographs of St. <br />Francis Street. <br />Hugo Arenas, 119 Franklin, designer of the duplex improvements said that he <br />had understood that the proposed plan would be approved by the Planning <br />Department with only the exising two parking places for the two units, and <br />that he believes the requirement of providing two parking spaces per unit is <br />too restrictive. <br />In response to question, Planning Director Patterson said that converting the <br />present small duplex to two units of 2300 sq. ft. and 1870 sq. ft. each <br />represents such a large investment that providing the minimum requirement of <br />two covered parking per unit spaces to make the use conforming would be a <br />small part of the total cost. <br />Mayor Claire invited anyone else who wished to speak to do so. No one else <br />wished to speak. <br />M /S: Chandler /Stangel to close the public hearing. <br />Carried unanimously by voice vote and public hearing closed at 8:24 p.m. <br />M /S: Britschgi /Greenalch to deny the appeal of the decision of the Zoning <br />Administrator to deny application for Architectural Permit for second -story <br />addition to existing duplex, 1131 and 1133 St. Francis Street, Marisa and Ken <br />Hi ndmarsh, based on the following findings: <br />1.
