05/06/02 <br />O R I G I N A L <br />RESOLUTION NO. 14439 <br />RESOLUTION OF SUPPORT FOR ASSEMBLY BILL 2954, <br />DISTRIBUTION OF CHILD CARE FACILITIES <br />WHEREAS, the 1999 -2000 San Mateo County Child Care Needs <br />Assessment report outlines the great need for high quality, accessible, and <br />affordable child care facilities throughout our community; and <br />WHEREAS, this report points out that, within Redwood City, 65% of <br />children under age six and 71% of children aged seven to thirteen years live in <br />households with two working parents or a single parent who works; and <br />WHEREAS, it is estimated that in Redwood City there are licensed child <br />care spaces available for only one out of every three children in need of child <br />care; and <br />WHEREAS, local land use policies can sometimes serve as obstacles to <br />the development of licensed child care facilities; and <br />WHEREAS, the City Council of Redwood City recognizes this great need <br />and desires to reduce barriers to, and plan for, the development of licensed child <br />care facilities in order to increase the availability of such facilities; and <br />WHEREAS, current law requires that a city's general plan include a land <br />use element that addresses the general distribution, location, and extent of use of <br />the land for housing, business, industry, open space, and other categories, but <br />does not currently contain such a requirement related to child care facilities; and <br />WHEREAS, Assembly Bill 2954 (Simitian) would, upon adoption or revision <br />of a city's or county's general plan on or after January 1, 2003, require that the <br />land use portion of the general plan address the distribution of child care facilities; <br />and <br />WHEREAS, careful planning for the distribution of child care facilities in <br />relation to housing, employment, and transportation within a community can <br />complement other general plan goals, such as trip reduction and economic <br />development, as well as address the need for child care. <br />NOW, THEREFORE, BE IT RESOLVED THAT THE COUNCIL OF THE CITY OF <br />REDWOOD CITY SUPPORTS ASSEMBLY BILL 2954 (SIMITIAN), RELATED TO <br />DISTRIBUTION OF CHILD CARE FACILITIES <br />
