The contiguous, surrounding lots to the Appellant's parcel are all duplexes; and therefore, the strict application of this ordinance would deprive the Appellant's parcel of privileges enjoyed by other properties in the vicinity in the "R -2" Zoning District. c. The granting of a Variance to allow construction of a duplex on the Appellant's property will not, in this case, constitute a grant of a special privilege, because many of the structures currently existing in the area, and surrounding the Appellant's parcel, are duplexes. d. The granting of a Variance to allow construction of a duplex will not be contrary to the intent of the Zoning Ordinance in this case, because, although the parcel is less than the size required by the Ordinance for construction of a duplex, the Appellant's parcel is one of the largest lots in the neighborhood, and can readily accommodate a duplex structure; the Appellant's parcel meets or exceeds all of the requirements of the Zoning Ordinance, except the lot size requirement; and the Appel l ant's proposed duplex structure covers only 29% of the parcel, where 40% lot coverage is allowed. For the reasons above stated, this Council hereby f nds that the decision of the Zoning Administrator should be reversed, and the Variance granted.
