Planning and Management Consultant Schroeter projected a wall map indicating <br />present General Plan designations in the City and presented the status of review <br />of the General Strategic Plan and the procedure to be followed in adopting a new <br />General Plan. - <br />Usi ng the issues raised i n the subject report of June 27, 1988 to generate <br />di scussi on, Counci 1 members, Planni ng Commissi oners and members of the audi ence <br />commented concerning their preferences, changes which might be desirable, the <br />effects of such changes, the need to recognize that while the city may not have <br />authority to make all decisions which affect its land use that it does have some <br />authority in that regard, and the need to provide for f lexi bi 1 ity in a changing <br />world. <br />Mr. Schroeter poi nted out that the essence of a General P Ian i s to set goal s, <br />obj ecti ves and pol ici es and i nqui red as to whether there i s any wi sh on the part <br />of Council to change any of the strategic policies. He observed that such <br />changes need to be known so that the subject of the General Plan can go to public <br />heari ng. <br />City Manager Smith observed that the purpose of the joint meetings on the General <br />Strategic Plan which have been conducted over the past several months has been to <br />generate interest an discussion and create famil iarity with the subject. He <br />noted that the General Plan must first go to the Planning Commission and then be <br />submitted formally with its recommendation to the City Council . <br />5. Consensus on General Plan <br />CONSENSUS: Mayor Greenalch determined that this is the last joint meeting on the <br />subject, except for consideration of the Housing Element, and that Mr. Schroeter, <br />Mr. Smith and Planning Director Patterson will put together a summary document of <br />goals, objectives and policies and Council will be asked for specific response. <br />MEMO 6/28/88 <br />--------------------------------------------------------------------------- - - - - -- <br />A DJ CU R N ME NT <br />M /S: Stangel /LaBerge to adjourn and to reconvene in executive session on <br />litigation and labor relations as announced previously. <br />Carried unanimously and Joint Meeting adjourned at 10:25 P.M. <br />JACQUELINE C.
