6.1.D. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />October 2, 2017 <br />SUBJECT <br />Reject All Bids — Marshall Street Intersection Improvements at Jefferson Avenue and <br />Middlefield Road Project <br />RECOMMENDATION <br />By motion, reject all bids for the Marshall Street Intersection Improvements at Jefferson <br />Avenue and Middlefield Road Project <br />BACKGROUND <br />On November 16, 2015, the City Council approved a new office and retail building <br />located at 601 Marshall Street. Per the conditions of approval, the developer is <br />responsible for the construction costs related to bulb -outs and associated improvements <br />along their property frontage at the intersections of Marshall Street and Jefferson Ave, <br />and Marshall Street and Middlefield Road. The City was responsible for the other three <br />corners of each of the intersections. <br />Subsequently, the City entered into an agreement that required the Developer to <br />deposit $148,951.00 with the City prior to permit issuance, and prepare design drawings <br />for the intersection improvements prior to Certificate of Occupancy. The funds have <br />been paid, and the plans and specifications were prepared by BKF Engineers and used <br />for the bidding of this project. <br />ANALYSIS <br />The project consists of the following improvements: <br />1. Demolition and removal of existing pavement and excavation <br />2. Clearing and grubbing <br />3. Concrete curb, gutter, sidewalk, curb ramps, and bulbouts <br />4. Storm drain inlets, manholes, reinforced concrete pipes, and other drainage <br />modifications <br />5. Excavation, backfill, and compaction <br />6. Asphalt grinding and overlay <br />7. Traffic signal modifications <br />8. Temporary and permanent pavement delineation and roadway markings <br />9. Roadside signs and markers <br />10. Existing utility box/cover and fire hydrant adjustments to final grade <br />11. Restoration of existing landscape, irrigation, and hardscape improvements <br />
